To California State Senators:

We oppose AB 1634 an unworkable mandate that will eliminate all intact dogs and cats in California. AB 1634 as re-written is a "punishment looking for a crime". AB 1634 allows three unsubstantiated verbal or written complaints against intact dogs and two unsubstantiated verbal or written complaints against intact cats to trigger $50. and $100. fines that must be paid by the owner. Upon the last unsubstantiated complaint, the dog or cat must be surgically sterilized with the surgery paid by the owner.

AB 1634 does not contain a due process clause, nor does it allow for any appeal process.

AB 1634 does not exempt any dog or cat. There is no exemption allowed because of health or age of the animal. There are no exemptions for police K9 dogs, bomb or narcotic detection dogs, working dogs, service dogs, guide dogs, dogs for the hearing impaired or search and rescue dogs.

AB 1634 allows for either a verbal or written complaint of a violation of any laws or ordinances pertaining to dogs and cats. The fact you may own an intact dog or cat even counts as a violation. Complaints are not required to be investigated, sustained, or even have to be true. Mr. Lloyd Levine, the author of AB 1634 admitted in committee "complaints need not be proven."

As a pet owner I am outraged AB 1634 is even being considered. This is a gross violation of my individual and privacy rights as a citizen of California and the United States.

I urge you as a representative of the people to vote No on AB 1634, regardless of any new amendments the author may think up.
